RCW 59.18.280 - Clarification?

According to WA state law what do they mean by saying the deposit refund/notice needs to be full and specific? Can you give examples/site sources? The landlord cannot just send a notice with general charges. Each charge should be itemized.

Not full and specific:
Cleaning - $200.00
Painting - $400.00
Repairs - $200.00


Full and specific:
Stove cleaning - grease and grime - $50.00
Bathroom cleaning - residue and grime - $75.00
Repair of damage to bedroom walls - $125.00
Repaint damaged bedroom walls - $100.00
Repair/replace ceiling light globe - $10.00
Repair refrigerator - broken drawer - $60.00
Replace countertop - burn mark - $200.00
